Ines Scacchi is a senior regulatory and legal professional with more than twenty years’ experience in regulatory affairs, legal advisory and advocacy within the banking and financial services sectors. She has a strong track record in analysing regulatory developments, leading advocacy initiatives, and representing the interests of financial institutions at both European and international levels.
She holds a Law degree (summa cum laude) from the University of Rome and an LL.M. in Banking, Corporate and Finance Law from Fordham University School of Law in New York. This solid academic background has equipped her with the analytical depth and strategic insight required to navigate complex regulatory environments and to advocate effectively on behalf of the financial industry.
Ms Scacchi currently serves as Director of Regulatory Affairs at the European Savings and Retail Banking Group (ESBG) in Brussels, where she leads advocacy activities across key policy areas, including banking regulation, financial services, sustainable finance, reporting and taxation. Reporting directly to the Chief Executive Officer, she regularly participates in board meetings, manages a team of eight professionals, and maintains close engagement with European lawmakers, supervisory authorities and key stakeholders.
Prior to joining ESBG, Ms Scacchi held senior roles at the Italian Banking Association, where she served as Senior Adviser for European Affairs. In this capacity, she monitored and analysed regulatory developments, coordinated working groups on legal and financial matters, and represented the Italian banking sector in public hearings, institutional meetings and international conferences.
Her areas of expertise include banking regulation, payments, credit, anti-money laundering and financial law. She also brings international experience from her role as Legal Consultant at OCCAM Regulatory Solutions in New York City, where she supported the establishment of a new state-chartered bank, negotiating with regulatory authorities and advising on governance, operational and organisational structures.
